Talent Management and Development Manager

Summary:

Assist Head, TM&D to provide leadership in the development of the company-wide Learning & Development framework and strategies, oversee its implementation and evaluate the effectiveness. S/he is to analyze learning needs, design, develop and deliver competency-based learning curriculum; develop initiatives to drive self-directed learning culture.
S/he is required to lead the development, implementation and enhancement of competency framework; integrate it into the various function in HR including Learning & Development. 

Responsibilities:

  1. Lead the development of learning framework and methodology for the company through designing / identifying programs in-house and/or evaluating external programs that meet the skills requirement in various business units.
  2. Develop interventions and initiatives to drive self-directed learning culture within the company, in line with the evolving learning trends and needs.
  3. Provide leadership to the team and/or line managers in deploying Training Need Analysis (skill gap analysis) for all business units to assess the learning needs and derives appropriate learning plan/programs.
  4. Develop and enhance various Learning & Development policies and procedures to ensure best practices are in place and in line with the company’s long term objectives in the aspect of Human Capital Development.
  5. Measure of learning effectiveness to ensure good Return of Investment through learning records, evaluation trend and reports.
  6. Lead the development and implementation of technical competency framework, enhance the overall  competency framework and integrate it to the various HR functions including Learning & Development.
  7. Design, develop and deliver competency-based learning curriculum in line with the company’s Competency Framework, and evaluate effectiveness.
  8. Undertake ad-hoc projects, assignments or any other duties as and when requested by the Management.
